I presume this question pertains to an adult child.
Homelessness is not the most important thing in one’s life. Self-reliance and basic dignity are more important to the adult child (and will solve the homelessness problem to boot). If an adult child “fails to launch,” then continuing to infantilize an adult is not loving, it’s weakness as a parent, a lack of real love, and even a form of contempt for the child. Tough love, kicking a child out of the house to help him/her overcome resistance to maturity and joining the ranks of independent, contributing members of society is one of the most loving—and lastingly loving—things a parent can do.
